The Elite Service Disabled Veteran-Owned Business Network, Maryland Chapter is a growing group of MD Service Disabled Veteran Owned Businesses (SDVOB) have organized a MD based Chapter of the Elite Service Disabled Veteran Business Network. 
 
The Elite SDVOB Network is an organization comprised of certified Disabled Veteran's Business Enterprises (DVBE's) headquartered in San Diego, California. The Elite DVBE Network is incorporated as a 501(c)(19) non-profit organization.  The primary purpose of this organization is to help Service Disabled Veterans whose desire to start their own business suceed in doing so.  To that end, we will actively lobby any organization that is unwilling to provide an equitable share of all State and Federal procurements.

Legislation
The United States Congress passed and the President signed into law the Veterans Benefits Act of 2003, subsequently Service Disabled Veterans Executive Order 13360 was put into effect. The net result of this legislation is that each Federal Agency established goals of 3% for all contracts for goods and services directly for Service Disabled Veteran Owned Businesses (SDVOBs). The State of California has also put into effect Executive Order D-43-01 which states “all State agencies shall make every effort to assure that disabled veteran businesses participate in at least three percent of State contracting annually.” 
We believe that the passage of legislation this upcoming session will help a great many of the SDVOBs within MD.  If the maximum business revenues could also be increased for the Small Business Reserves, as was proposed in HB1538 last session that would help even more MD SDVOBs.
 
Ideally, we would like to see MD create a 3% set aside goal for all procurements, to be consistent with the Federal Government’s mandate, California’s procurement policies, and similar to that which several other states are considering. We understand how the MD legislation above has gotten to the point it is currently.  But we sincerely hope that both HB1610 and HB1538 will pass this session, and that you will help us support both bills.  We firmly believe that Maryland's SDVOBs can stand on their own merit and that Maryland will ultimately pass legislation which contains the same 3% SDVOSB goals as the Federal Government.
